You rarely hear progressive voices these days. Only two or three years ago, they were so vociferous they sometimes seemed to drown out all others, but they have gone quiet since. Some progressives speak out on the North Korean nuclear crisis or the Korea-U.S. free trade agreement,[link widoczny dla zalogowanych], but what they say usually falls on deaf ears.
Progressive quarterlies have ceased publication or have seen subscriptions dwindle. It��s been a long time since the progressive Internet media took up any issue to any effect. Once popular progressive writers have not said anything interesting for some time even though this year sees a presidential election. There has been almost no debate among progressives, let alone a sustained offensive against the Right. The Right is proving full of vim,[link widoczny dla zalogowanych], heralding a New Right movement, but the progressives have sunk into lethargy and silence. Why?
Progressive Korean intellectuals have been hollowed out by the five years of the Roh Moo-hyun administration. Their numbers have dwindled considerably. The reason is that many of them have been on the government payroll. Perhaps because of a lack of understanding of public office,[link widoczny dla zalogowanych], they know only how to enjoy their power but not how to take responsibility. They have also proved incompetent. In short, power has hollowed out the progressives.
Second, progressivism has become a travesty. Since God knows when, South Korean progressives have operated in weird parameters: they have equated taking sides with North Korea with being progressive and have championed ethnocentrism. But because North Korea keeps behaving abominably, even South Korean college students, once the progressive vanguard, abhor it now.
Since the collapse of Communism,[link widoczny dla zalogowanych], the progressives have given up on developing ideologies and have become wholly absorbed in taking sides with North Korea. This was already to some extent true during the Kim Dae-jung administration,[link widoczny dla zalogowanych], but since the Roh administration took office,[link widoczny dla zalogowanych], the progressives have been consumed by infighting and are now ignored by the public. They have become a laughing stock.
The third point, and maybe it is the most important of all, is that the progressives are anachronistic. They still see the world through the books they read 20 years ago, and are still attempting to change it accordingly. During a visit to Pyongyang,[link widoczny dla zalogowanych], the notorious leftwing academic Rhee Young-hee once boasted to North Korean officials that those,[link widoczny dla zalogowanych], who read his books now have the Republic of Korea at their beck and call. And if the government has established a lot of committees with taxpayers�� money which recklessly rake over our history,[link widoczny dla zalogowanych], it was because of these books.
The country's progressives, after all, are actually profound reactionaries,[link widoczny dla zalogowanych], not because of the Right but because of their own failure. Only if we take all these points into consideration can we sufficiently understand the real meaning of the abrupt second round of the government��s war on the press. After the first round waged during the early days of the administration, the second round is managed by senior figures who are embodiments of the power-drunk,[link widoczny dla zalogowanych], hollow and anachronistic tendencies of progressivism.
Many people have pointed out how the sudden renewed onslaught shows how hard the progressives in power are trying to make a scapegoat of the press for their own policy failures. Expect intellectual discussion to move from the malaise to the death of progressivism soon,[link widoczny dla zalogowanych].

Unification Minister Chung Dong-young said Tuesday the Gwangju Democratic Uprising of 1980 was thwarted by an "invisible hand,[link widoczny dla zalogowanych]." Chung recently told a weekly magazine the division and war happened without regard to the will of the Korean people, as did the suppression of the Gwangju Uprising.
The remarks ��mean we must actively decide our own fate,[link widoczny dla zalogowanych],�� the minister explained. ��As for the invisible hand,[link widoczny dla zalogowanych], take my literal meaning."
Chung also asked the Uri Party to double inter-Korean cooperation funds,[link widoczny dla zalogowanych], which currently stand at W500 billion (US$487 million) a year.

At least nine Palestinians were killed Wednesday,[link widoczny dla zalogowanych], in heavy fighting in the Gaza Strip. South Korea on Tuesday blasted North Korea for violating the Non-Proliferation Treaty (NPT) and urged it to completely abandon its nuclear program. The South Korean Foreign Ministry's diplomatic policy director,[link widoczny dla zalogowanych], Chun Yung-woo,[link widoczny dla zalogowanych], made the criticism at a New York conference reviewing the NPT.

Chun called for a thorough crackdown on the nuclear arms black market and for a stop to nuclear weapons development disguised as peaceful nuclear activity. The European Union on Wednesday submitted a much-heralded resolution condemning North Korea��s human rights abuses to the UN General Assembly in New York,[link widoczny dla zalogowanych].

It lashes out at Pyongyang��s brutal treatment of defectors who are caught or repatriated. The General Assembly is expected to vote on the resolution between Nov. 17 and 23.
Foreign Minister Ban Ki-moon on Thursday told the National Assembly��s Foreign Affairs Committee there was a good chance the resolution will pass,[link widoczny dla zalogowanych], but he added,[link widoczny dla zalogowanych], ��There are some countries with different views on the matter.��
Ban said the government has yet to decide its position. ��The government will make a decision after reviewing its stance on previous UN Human Rights Committee resolutions condemning North Korean human rights abuses,[link widoczny dla zalogowanych], the situation on the Korean Peninsula and progress made in six-party talks�� on the North��s nuclear program. Korea Investment and Securities analyst Suh Sung-moon said Japanese carmakers standardize and share parts to reduce cost and expand production capacity, which leads to more frequent recalls. In Korea, Hyundai Motor has been standardizing and sharing parts with other global automakers for four years to catch up with Toyota��s and Honda's way of reducing cost. Experts say carmakers must be alert to the risk of massive recalls because of the practice.

U.S. President George W. Bush will embark on a tour of five Latin American nations on Thursday, beginning with a visit to Brazil. He's probably busy preparing for his trip,[link widoczny dla zalogowanych], but it wouldn't be a bad idea if this reporter took the time to share with him a cautionary tale concerning one of his predecessors.
In 1982, America's then president Ronald Reagan was in Brazil on an official visit. During a dinner,[link widoczny dla zalogowanych], Reagan accidentally said, "I'm very glad to be in Bolivia." Quickly realizing his mistake, he tried to cover up by blaming his confusion on the fact that he was scheduled to visit Bolivia next -- except Bolivia wasn't actually on his schedule. Reagan's goof set tongues wagging for a long time, but of course it's a bit much to suggest that such a minor slip was behind anti-American sentiment in South America at the time.
Perhaps even more noteworthy is a similar mistake on the part of Brazil's President Luiz Lula da Silva. Last November,[link widoczny dla zalogowanych], da Silva attended a ceremony in Venezuela dedicating a bridge over the Orinoco River. He became the butt of media ridicule with his opening words, "Ladies and gentlemen of Bolivia." In fact da Silva has made so many slip-ups during foreign tours that a series of comic books has been published highlighting his mistakes.
But it was President Bush himself who once made a much more serious gaffe while in Brazil. Soon after the September 11, 2001 terrorist attacks on the U.S.,[link widoczny dla zalogowanych], Brazil's then president Fernando Henrique Cardoso called a meeting of the Organization of American States (OAS) to adopt a resolution condemning terrorism. The OAS declared, "An attack on any member of the OAS is an attack on all of us."
Afterwards, Cardoso met with Bush and his associates. In the meeting, Bush said that he had visited a mosque that day to express his support for the Islamic community. "You've done a good job,[link widoczny dla zalogowanych]," Cardoso responded. "Brazil is very peaceful despite a community of 10 million people of Arab descent." He went on, "And as you know,[link widoczny dla zalogowanych], Brazil has one of the world's largest black populations."
Bush replied, sounding a little surprised,[link widoczny dla zalogowanych], "Do you have blacks in Brazil?" Condoleezza Rice,[link widoczny dla zalogowanych], Bush's security advisor at the time,[link widoczny dla zalogowanych], said, "Of course,[link widoczny dla zalogowanych], Mr. President!" and then quickly changed the topic. The moment is recorded in Cardoso's memoirs, which were a best-seller in Latin America last year.
Cardoso said in his book that it wasn't so important that Bush didn't know about Brazil's black population, but what was really disappointing was that Bush seemed to be interested only in Venezuela's energy reserves. Yet it was Bush who said during his 2000 campaign for the presidency that politicians who ignored South America did not fully understand the Americas. Many in South America still remember those words,[link widoczny dla zalogowanych], but since his inauguration Bush has been preoccupied with the war on terror -- and South America has been pushed to the back burner.
Now Bush has begun paying attention to South America again. He has suggested that Brazil and the U.S. work together to develop alternative fuels like ethanol and he invited President Lula to his Camp David presidential retreat. He also developed a policy package to support the region. But experts point out that if Bush thinks that dangling such small carrots is enough to recover his reputation, it's as naive as trying to bring peace to the Middle East by starting a war in Iraq.
Bush of course should be very careful not to mix up the names of the five nations he's going to visit. But what's more important in winning the hearts of South Americans is humility. To borrow a suggestion from many South Americans, Bush should act as if he were entering the front yard of his neighbor's home, not the back yard of his own house.

In order to keep on top of rising inflation,[link widoczny dla zalogowanych], the government on March 25 released a list of 52 household necessities whose prices would be kept under tight control. What's happening with those prices a month later? Experts say the government's anti-inflation crusade merits a near-failing grade. According to a Chosun Ilbo survey of the 52 items on the list, the prices of about 10,[link widoczny dla zalogowanych], including pork, garlic, gasoline and diesel fuel, have risen over the past month.
Prices for other items,[link widoczny dla zalogowanych], such as "jajangmyeon," a type of Chinese noodle, bread and private tutoring institute fees have also risen in real terms, meaning the same price as before now buys a much smaller quantity of noodles and bread, and students have to pay more for textbooks at private crammers. Only the prices of bean sprouts and bean curd cakes have fallen.
An official with the Ministry of Strategy and Finance said,[link widoczny dla zalogowanych], "We pledged to keep the prices of 52 household necessities under tight control, but in fact we have no substantial means by which to control them. We're now preparing a long-term plan, including overhauling the distribution system."
What is even more worrying is what may happen to consumer prices in the future. The prices of international agricultural products,[link widoczny dla zalogowanych], which skyrocketed in the second half of 2007, will likely be reflected in the prices of domestic household necessities from the second half of this year. In a recent report,[link widoczny dla zalogowanych], LG Economic Research Institute said, "It usually takes nine months for the international prices of corn,[link widoczny dla zalogowanych], soybeans and rice to be reflected in the domestic consumer prices. Therefore price hikes will be inevitable in the second half of this year."
Experts said that trying to control prices through market monitoring is not effective when there is an uncontrollable variable -- in this case,[link widoczny dla zalogowanych], rising costs of raw materials such as fuel and grains. They suggested working out more direct measures to lighten the burden for consumers. Lee Geun-tae,[link widoczny dla zalogowanych], a research fellow at LG Economic Research Institute, said,[link widoczny dla zalogowanych], "It won't be easy for the government to keep prices under control in the future,[link widoczny dla zalogowanych], as well. The government should give up this futile attempt to control prices,[link widoczny dla zalogowanych], and instead give direct support to low-income people, such as with discount shopping coupons."

Nepal's new prime minister has appointed a seven-member Cabinet,[link widoczny dla zalogowanych], and a top U.S. official has arrived in the Himalayan kingdom to assess the political situation.
Prime Minister Girija Prasad Koirala and leaders of Nepal's other main parties gave several key Cabinet positions to the prime minister's Nepali Congress party.
But the post of deputy prime minister and minister of foreign affairs went to K.P. Sharma Oli,[link widoczny dla zalogowanych], a leader of Nepal's second largest party,[link widoczny dla zalogowanych], the Communist Party of Nepal.
The appointments are part of efforts to restore democracy to the country and negotiate peace with Maoist rebels.

The Nepali Congress is one of the seven opposition parties that rallied hundreds of thousands of people onto the streets for 19 days this past month to protest King Gyanendra's absolute rule.
Maoist rebel leaders declared a unilateral ceasefire last week after Mr. Koirala assured them that parliament would begin the process of creating a new constitution and redefining the role of the country's monarchy,[link widoczny dla zalogowanych].
The king took absolute power in February 2005,[link widoczny dla zalogowanych], saying he had to act because elected officials were not able to control the rebels.

Korea's three mobile operators are in a battle to reduce fees with KTF following SK Telecom and LG Telecom in slashing its calling rates,[link widoczny dla zalogowanych].
KTF said Wednesday that it will introduce a new calling plan next month that costs W2,500 (US$1=W918) more per month but gives 30 percent discounts on domestic calls. The discount rates apply to calls made to any domestic network, not just to other KTF customers. Users who usually pay around W50,[link widoczny dla zalogowanych],000 per month for calls can save around W4,[link widoczny dla zalogowanych],800 a month under the new plan,[link widoczny dla zalogowanych], KTF said.
The company will also introduce a second new calling plan that gives 50 percent discounts on calls to other KTF users or to wire phones for just W2,500 more per month.
SK Telecom also on Wednesday launched a new calling plan that allows subscribers to make voice or video calls to other SK Telecom subscribers for 50 percent off. The basic monthly fee for the plan is W2,500 more.
LG Telecom's new calling plan allows subscribers to make 20 hours of free calls a month to other LG Telecom subscribers for a basic monthly fee of W15,[link widoczny dla zalogowanych],500. Under this plan, a subscriber whose monthly phone bill is usually around W50,[link widoczny dla zalogowanych],000 can save some W6,000 a month.

The Information and Communication Ministry said it will keep an eye on how in-network calling plans will affect the competition situation for three months and if SK Telecom, the largest operator, attracts too many subscribers the ministry will step in to ensure fairness.
